On September 9, 2020, EPA published final amendments to the electronic reporting requirements specified in 40 CFR Part 63, Subpart UUUUU, National Emission Standards for Hazardous Air Pollutants: Coal- and Oil-Fired Electric Utility Steam Generating Units (also known as the MATS Rule) in the Federal Register.
The rule is effective on September 9, 2020, and specifies that the ECMPS Client Tool is the sole system for MATS reporting as opposed to using both ECMPS and CEDRI. The rule also extends the alternative electronic data submission via portable document format (PDF) files through December 31, 2023.
Among other revisions, Table 8, Reporting Requirements has been expanded to clarify the new reporting requirements in the interim period through December 31, 2023, as well as the reporting requirements effective January 1, 2024. Additionally, the rule:
- Includes revisions to Appendix B, HCl/HF Monitoring Provisions,
- Adds Appendix C, PM Monitoring Provisions,
- Adds Appendix D, PM CPMS Monitoring Provisions, and
- Adds Appendix E, Data Elements, which specifies the reporting requirements for stack tests used for compliance, RATS, PM CEMS correlation tests, RRAs, and RCAs that are completed on and after January 1, 2024.
